The recast Energy Efficiency Directive (EED), which entered into force in October 2023, introduces significantly stronger requirements for energy efficiency across the European Union — and schools, as public buildings, sit squarely within its scope.
For school administrators, local authorities and education ministries, understanding what the directive requires is no longer optional: compliance timelines are advancing and the financial and legal implications of inaction are growing.
What the Energy Efficiency Directive Is
The Energy Efficiency Directive is the main EU legislative instrument governing energy efficiency across member states. The latest recast raises the EU’s binding energy efficiency target to a 11.7% reduction in final energy consumption by 2030 compared to 2020 projections — a significant increase from the previous 9% target.
The directive works through a combination of binding national targets, requirements for public sector leadership and obligations for energy audits and management systems in large enterprises and public bodies.
For the public sector specifically, the directive introduces an annual renovation obligation: member states must ensure that at least 3% of the total floor area of heated and/or cooled buildings owned by public bodies is renovated each year to meet minimum energy performance standards. Schools owned by national, regional or local authorities fall directly within this obligation.
Key Requirements Affecting Schools
1. Annual Renovation Obligation
The 3% annual renovation requirement is the most immediately impactful provision for school buildings. In practice, this means:
- National and regional authorities must maintain an inventory of public buildings, including schools, and their energy performance
- Buildings with the worst energy performance ratings should be prioritised for renovation
- Renovations must bring buildings up to at least the nearly zero-energy building (NZEB) standard where technically and economically feasible
For older school buildings — which make up a significant proportion of the European school estate — this represents a substantial renovation challenge but also an opportunity to improve indoor air quality, thermal comfort and learning environments alongside energy performance.
2. Energy Management Systems
Public bodies with total annual energy consumption above 10 GWh must implement an energy management system (EnMS) certified to ISO 50001 or an equivalent. For larger school networks managed by municipal or regional authorities, this threshold is likely to apply and brings with it requirements for regular energy audits, consumption monitoring and performance targets.
3. Energy Audits
Even where the full EnMS requirement does not apply, the directive strengthens obligations around regular energy audits of public buildings. Schools should expect that their energy consumption will need to be formally assessed and documented at regular intervals, with audit results feeding into renovation and efficiency investment plans.
4. Exemplary Role of Public Bodies
The directive explicitly reinforces the requirement for public bodies to take an exemplary role in energy efficiency. This means public bodies — including school authorities — should prioritise energy efficiency in their procurement of products, services and buildings, and should make their energy consumption data publicly available.
What This Means in Practice for Schools
The directive’s requirements flow down to individual schools primarily through national transposition legislation and the decisions of the public bodies that own and manage school buildings.
For school principals and facilities managers, the immediate practical implications include:
- Being prepared for formal energy audits if not already conducted
- Understanding the energy performance certificate rating of the school building
- Documenting any energy efficiency measures already implemented
- Engaging with the local authority or education authority on renovation plans
For education authorities and local governments, the directive creates a clear mandate to develop multi-year school renovation programmes, prioritising the worst-performing buildings and securing EU funding where available.
EU Funding for School Energy Renovation
The directive does not operate in isolation. Significant EU funding streams are available to support the renovation of school buildings:
- Cohesion Fund and European Regional Development Fund (ERDF) — available to less developed regions for building renovation and energy efficiency
- Recovery and Resilience Facility (RRF) — member states’ national recovery plans include specific measures for building renovation, including schools
- InvestEU — supports private and public investment in sustainable infrastructure
School authorities should work with national and regional managing authorities to identify applicable funding streams and ensure renovation projects are structured to access available support.

The Energy Efficiency Directive now provides the legal and financial architecture that makes the ambitions of projects like u4energy into binding obligations.
